you need the ud2disk.dll or something like that; I use Wise Install, and checking the Disk Application export checkbox ensures that it is installed.
And, of course, when installing on Citrix, you must run your install from Add/Remove programs; and if hand-registering dll's, must go to the Command Window, run CMD, and then issue
change user /install
before hand-registering and
change user /execute
after hand-registering.
Also, if the Domain Admin is being weird, s/he may have taken off read/execute rights for the Program Files Directory tree. In which case installing the dll's where they shouldn't be installed, i.e., in the WinSys (Windows\System32) directory will work. But that's very unlikely.
