It's not the USA, it's the corporate system. Simple as that: install a friendly dictator in one country, make sure he goes to war with a neighboring country, make sure he takes a loan and squanders it all on weapons and personal wealth, and then remind everybody that countries can't default on their debts. Then if such a country once achieves democracy, make sure IMF never allows it to build a sufficient educational system, health system etc, so that it's never able to get out of debt. Keep them poor forever. Instigate a coup again, if need be.

If their people get sufficiently pi*sed off, they'll pick a goal which they can achieve - which is not a all-out war, because there's no specific country that did this to them. It's the global corporate and banking system that did it. So they'll aim wherever they know... and there's the terrorism born.

BTW, my country was a target of terrorism back in 70's - we had a bomb planted in a full movie theater, a civilian plane exploding in the air, ambassador in Sweden assasinated, a terrorist group of about 20 commandos inserted in the middle of tourist season. But the training camps for these terrorists were never bombed... we couldn't bomb Germany or Austria, right? And the "civilized world" didn't start hunting these guys, because they were fighters against communism. It did have some media coverage, though - about "don't go to a vacation there, it's unsafe, go to Spain" (where we own the hotels).

As long as there's a will to allow existence of "good terrorists" and "bad terrorists", there will be terrorists.
