I think the most common reason was that little Norway would not have a say against the other big countries in EU. Comming from a farm and fishing comunity way up north in Norway (my parents have both a small farm and a fishing boat) I think most people in that area feelt joining EU would hurt the small farming and fishing comunities especially hard.
I think and have always thought the EU is a great idea, but back when Norway had the national vote was not the right time for Norway to join. I am sure Norway will join EU some time in the future. EU is still in it's todler stage.
Well just some random thoughts I have not lived in Norway in quite a long time and I do not keep up with exactly what is currently going on.
