This should work just fine...is it possible something you've customized in your application is preventing the default MM .NET behavior from kicking in?

When you select a different language, mmApplicationDesktop.LocalizeApplication(). Within this method, a call is made to the LanguageMgr that sets the current culture:
mmAppDesktop.LanguageMgr.SetCulture(languagePK);
I recommend setting a breakpoint to see if this code is getting executed. You should also check the value for the culture in your database to make sure it is being persisted properly.
