Thanks for your reply. What is "Orca"? I tried to open the msi file with notepad (notepad.net <s>) and did a search for "allusers". From what I could see in notepad is seems that it is already set to "ALL".

So the only way of changing the FolderForm_AllUsers is to "hack" the msi file? Is it not possible to do this through the setup project?
