I believe you'll first need a merchant account from your bank or other entity and then you'll then create an account with somebody like Verisign Payflow(http://www.verisign.com/products-services/payment-processing/online-payment/index.html). You may be able to test before any of this, though - see the site. Paypal might be a lot easier. I see many smaller merchants using them, like for EBAY stuff..

Generally, if you don't require a lot of additional custom processing, then a simple link to their cc processing web site will be enough. Otherwise, they can provide you with a COM object that will run on your web server and interact with their site giving you a lot of flexability as far as what the pages look like, etc. They should have a free SDK that you can test with your web page before making any comittment.
