Without seeing what's available at the upper level would bring less chances to have PUTMs. There is no way to knowing if a member has intention to go to PUTM or not. So, visually, they see what is available when they register. Otherwise, as it was the case before, some would say "Hey, I was not aware you had those benefits for PUTMs!".
