Lots of "depends on" here.
Good rule: All programming time is billable - unless your agreement says otherwise.
WHat is a bug: If the use wanted form backgrounds red and forgot to tell you - then you could bill them.
If the user asked for red forms and you forgot to do it - then you could bill them - you would have charged for the time to do it anyway.
What is your agreement with the user? Usually they understand custom software can be a trial and error - it shouldn't be - but it does happen. No use getting ready to defend youself.
If they give you repair or change orders - do the work - log your time - and send a bill - don't even worry about it!
