As far as the OS and any applications are concerned, a Celeron is just a somewhat slower CPU. A system getting "sluggish by the end of the day" implies a memory leak (i.e. hitting the page file more often) - maybe you could check RAM usage with Task Manager periodically.
If you give any modern Celeron enough RAM to avoid hitting the page file it should outperform any P3 with the same amount of RAM. IME any flavour of XP should have a minimum of 256MB RAM; 128MB isn't really enough if the machine gets worked fairly hard.
