Well, I hear the Colombia speak as cadence as any other southAmerican, the comment about neutral is in the basis of almost every (TVs, Movies) translation are made in MX, not Colombian, or ARG...

Too much cadence ('canto'), a definite distinctive accent and as much slang as Argentina (or just as bad). I would say that maybe Colombia is the more 'neutral' or 'correct' (up to a point). (Don't ask me who is the worst. Hint it is not Mx or Arg.)
