I believe that app files still run in the current address space as the caller. If this is the case, then increasing the amount of memory available to the application might be the solution.

In this case it is entirely unrelated. New-style output (any use of the ReportListener class, not just REPORTOUTPUT.APP) uses GDI+ and if I remember correctly the baseclass wasn't handling initializing GDI+ properly under Win98 in the public beta build. The extra code to manage this simply didn't make the public beta.
