I don't think it should be surprising that there might be a need for more troops before there is the ability to leave... assuming you truly want to leave the place... and in better shape than it was when you went in.

It will be interesting to see, in the end, just what oil contracts are signed and with what royalties going to the Iraqi people, and how many military bases the U.S. requires to be made "available" to the on some long-term basis.
