Not saying that I wouldn't want them to count - but at the same time you don't bypass certian laws/rules like that when they just happen to fit your needs (they exist for a reason).


My understanding is it's not when they are received, it's when they are postmarked. If they are postmarked by a certain date, they are supposed to be counted, and the dems were trying to preclude those.
