Actually, not so in PA. The law here says they have to be received by the county by a specified date (it's the Thursday or Friday before the election). This comes from the PA Dept. of State website:

Absentee Ballot Application Deadlines for Electors in Military Service

Completed absentee ballot applications must be received by the county board of elections no later than 5:00 P.M. on the Friday before Election Day.

From my county's website, I find the same deadline for all absentee ballots:

Do post marks count when submitting an absentee ballot application or when returning the actual ballot? No. The absentee ballot application must be in the Election Board Office no later that 5:00 pm on the Tuesday prior to the Election. The actual voted ballot must be in the Election Board Office no later than 5:00 pm on the Friday prior to the Election.
