Don't want to bore any more. I spent last three days in closing Appdata.dbc without success. If I could see the right way I would not have asked around.

I have two reserve options. First, to create all counters in \DATA\Appdata for all subdirectories ( each set has prefix which is name of subdir ) and second is not to use counters in Appreg01 then in free table with proper sequential keys. Anyway, I remain pretty frustrated. Thank you for your efforts helping me.
