You could keep Multiple Checkouts on and change the "File Type" of files you don't want to allow Multiple Checkout to "Binary", VSS will not let more than one person check out a file that is tagged as "Binary". But it's really just another thing to remember when adding a new file into VSS. I don't trust the merge either.
