My understanding is that Sharon offered Arafat more than he asked for and Arafat turned him down. I've always thought that was ludicrous for the Israeli's to give the Golan Heights up anyway. Why would you give your mortal enemy the high ground? Arafat's refusal speaks volumes. The palestinians only want the total annihilation of Israel, nothing else will suffice.
