I have always used the DELETED() index and only once has it caused me a perfoamnce issue. In my opinion (and its just my opinion) its best to set them up but if you do find your are having performance issues then it would be one of the first things I would look at removing.

To be honest I have never had enough time to do any sort of benchmarking with DELTED() set and not set, so maybe I dont have the authority to make any general remarks over it. All I can say is that in my experience it hasnt caused major every day performance problems just occasional exceptions.
