In difference of Germany in Bulgaria education is paid :-(
Bulgarian students do not receive scholarship. Only the best could win one.
That's why the return of investment should go to the investor. In socialism I paid for my education to state with low salary during first 3 years, when I start to work. But now my employees like to refund their families ot themselfs for investment.
