I agree it's a bit better now in germany, at least we didn't have a university fee (yet). But our social system is going down on every point (with slow, but increasing speed), and if your country is within the EURO-zone you may find that we are on level. (Don't get me wrong, I trust that bulgaria do a huge part of the way.)

The loan bound scholarship we have depends on family income. It's only 50% loan at 0% interest, but if you get maximum scholarship and maximum time a loan of 10k EUR is no problem. Nice amount to start with. (I admitt this is worst case). And it's not enough to life and to much to die. (And the poorest will have maximum loan, get the idea?)
