Microsoft have told us the following verbally:

We can install VS.NET on the server and two users can use it. Additionnally we can install the same VS.NET on one workstation used by one of the above users. Is this the general understanding? This would mean that we could have 100 developers using the same server and one license of VS.NET ...?
