For your question 'Is there a maximum height in VFP that a form can be?', check Tools->Options->Forms->Maximum design area.

I have used tabs and other techniques to expand the space on my forms and I've also moved the distant controls onto the form via the property sheet so I could work with them. And lastly, I would never use a wizard generated form in one of my apps because of all the "extra" stuff you get when the wizard does the work.
