Many of them had Win95 machines and we did not want to place any further barriers to their coming to the Windows version of the program. Now we have very few Win95 users, but many Win98 users so I am concerned that Win98 be able to run the program when we move to VFP9.
VFP9 executables should run fine on W98, but development using VFP9 is not supported on W98. You'll need W2K or XP to develop on using VFP9.
