I'm not exactly sure I understand your problem, so if my explanation doesn't make sense -- just disregard.
#1 -- Yes, when VFP calculates whether a band will fit, it counts EVERYTHING in the band, regardless of any Print When conditions. That includes textboxes and lines.
#2 -- I'm not clear on whether you are trying to get the vertical lines to go all the way down the page .. or just next to the text. One thing you can do is "stretch" vertical lines through bands. For example, if you start a vetical line in page header band and end it in the page footer band, it will always stretch across the page. You can also do the same concept with data groups -- start the line in the data group header and end it in the data group footer. Then it will stretch across all details in the data group.
