No the cost of cooordination and project management from day to day become lower and lower. There are teams which know how to do outsourcing business. Part of the team visit client at his office and everything is OK
many SME start to use outsourcing(it doesn't matter who provide it - local programer or international company(team)).
As one said a few years ago - "The world become a small village using Internet".
