Now I don't know where your Bro-in-Law works, but I know that around here 95% of our government at works actually WORKS.

FWIW, when I was a Program Manager, and before the Ma (Governor) Richards "cost saving" merger to TNRCC (Texas Enviro Agency), I used to visit your TDH offices in Austin fairly often (Drinking Water Program -- Charles Maddox, et al).
