Actually, if you turn off the "Span to Grid" under the Format menu while modifing a report, you can adjust the height of a field object in the report writer. This has the desired affect of getting rid of the extra space between lines.

I'm guessing it's based on 6 lines per inch, but that's just a guess. So your small font really makes the lines look ridiculously far apart.
