If you SET REPORTBEHAVIOR 90 in VFP 9, you will find that it probably does.

Please check ReportListener.DynamicLineHeight, which is .T. by default. You have to turn it off to get the old fixed-spacing algorithm. This is extensively discussed in the docs, actually.
