I don't know. Three alternative theories come to mind, though.
1) Perhaps Microsoft has information which is more accurate than your speculations.
2) Or, on the other hand, you are right, and Microsoft has a completely flawed image of reality (on this particular point, at least).
3) Or they are just doing it for reasons of publicity.
