As a practical matter, I think a written petition is more likely to get people's participation, although I wouldn't discourage anyone from calling directly. You can count on my signature for sure, and I will renew my PUTM shortly. Another possibility would be forwarding a copy of this complaint to someone at the U.S. Department of Commerce. IANAL, but I do think there may be something to this angle: how would the Canadian bureaucrats feel about a similar tariff being imposed on sales of US products and services to Canada. Some consultation with a lawyer seems advisable, at least to see if such an argument might be made, and to whom. The mere mention of it might just get these people off their asses, before this becomes an international incident.
