Create a data group with an expression of .t. That forces a data group that encompasses the whole report. In the data group footer, put all your "disclaimer" stuff, making sure they are all marked as float. At the very tip top of the data group footer, above your disclaimer stuff, put a shape object. Then use a reportlistener to manipulate the height of the shape so it's whatever height is necessary to fill up the rest of the page to the point where you want your disclaimer to start printing.

I've done some examples at conferences and an article posted on MSDN shows how to manipulate the height of a shape object in a report listener. If you can't find what you're looking for in any of these resources, let me know and I'll dig out some sample code to email to you, but it may take me a few days.
