Just having comprehensive list of what's legal where and what's not would turn into a book larger than a phone directory :).

Now if we limit this to what may carry a death sentence (although there's usually more than just a sentence - sometimes several paragraphs of legalese :), it may be just a booklet that one could read within a couple of hours. Now imagine if everyone crossing a state border would have to read all that... the queue would be endless. OK, maybe not - that'd be only the differences between the neighboring states.
