It's all a big paper-over-the-cracks scam, and another example of the unstoppable GW bandwaggon.

I'm a GW person, but even I believe as you apparently do, that the whole carbon trading scheme is just a smoke and mirrors scam to allow polluters to continue polluting. Whoever thought up that scam to tack onto the process probably cackles himself to sleep every night.
