Do you have a "Stretch with overflow" field in the page header?

How tall is your page footer?

If the detail band never has enough room to render, you can get this behavior. Try setting your Page Header to "fixed height" and see if that stops it from going into an endless loop. If that stops it, check your fields in your page header, one by one and find the culprit.
