Are you sure it's not looking for 'vs_setup.msi' ? If it does, give Windows Installer VFP9 CD and it should live you alone.
>I have an app which was originally done in vfp8. I've recompiled it in vfp9, but now every time I try to load one particular screen - either in design mode, or when running, vfp goes into install mode trying to load something or other. If I click 'cancel', it does this three times in a row, but after clicking 'cancel' each time, it runs fine. If I don't click 'cancel' it tells me the feature is available on the cd and to insert the cd. If I click 'browse', it seems to be looking for 'vs.msi' - visual sourcesafe? I don't use visual sourcesafe. I'm the only developer, and this stuff is running and compiling on my own pc, not on the network.

Microsoft Common Dialog Control Version 6.0. I deleted it and re-added it on a lark, but it made no difference.
