Hmmm... Do you have any addons/modifications to VS2008 loaded?

If so you might try converting a project on a machine with no addons loaded, all settings on their original defaults and see if that works.

One more really oddball idea... but before I converted I moved my projects from the VS2007 directory to the VS2008 directory. (Another shot in the dark)

Just some random ideas, the first one seems like it might be a real possibility since this does not seem to be a common problem.

I don't see that VS2008 is storing the sortation when it saves it's files, when I look in the sln/suo files the order looks somewhat random, which makes me wonder if some setting or addon is preventing the sortation during load up.
