Well, I'm sure you're right, I probably had other problems back when I created this design, virtually no one had used top-levels much then...I do have a smaller app with one toolbar in a top-level form that works fine, also. But partly, I just feel a little more comfortable with the formset when I have a collection of toolbars to administer, it feels like the correct container...
