In regards to how you see the Chatter forum and categories, yes, you are right. This is exactly what it is right now and accordingly to the rules, as is we are all ok with that, as long as it does not violate one.

But, over the past weeks, we have seen a pattern in how the Chatter forum and categories are being used. And, because this is harming the good running of the site, based on several issues we have observed, one of the counter measure could be to remove the Chatter forum completely. But, this is not done yet.
