Banks A and B are private entities, subject to the decisions of their owners. Government forcing its own ownership is tyrannical. So Car A should be able to run red lights because it's subject to the decision of its owners? That's not how it works. If it is established that traffic lights will make the intersection safer for everybody, everybody is expected to comply even if they believe they can run the light safely. How could it work if some cars declare they are "safe" and therefore should be immune to the signals? It's not an issue of freedom, it's an issue of rationality.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
