I can't really say from an app POV. As a normal Windows user I am quite satisfied with Vista, after holding off quite a long time. At least in the latest SP you can turn off the annoying permission messages, which was the biggest thing that p*ssed people off. After using Vista for a year or more now, XP seems a little outdated when I use it at work.
Windows 7 is essentially Vista with the annoyances removed.
