Some CD drivers didn't used to like being the SLAVE port with Win95. Maybe this is still the case with Win98? Try putting the CD as the PRIMARY port on the second IDE controller. Most computers have two nowadays. You will need a second cable to do this. At the very least, just try unhooking the CD from the cable and see if the problem goes away. Another thing you can try is putting a CD in the drive while it starts up. We had some CD drives (SONY) that were really slow in determining that there was no disc in the drive and it sure seemed like they were hung.
