This happened to me last week ... first time I've ever seen it (I have a Dell Inspiron). IOW, when it was plugged in, it said it was plugged in, still showed the battery as being 12%, but didn't say it was charging.

Like you, I don't reboot often unless things start acting wacky. This constituted "wacky" as far as I was concerned, so I shut everything down and started back up again (cold re-boot vs warm ... don't know if that matters or not, but that's what I tend to do if I need to re-boot for strange behavior) ... anyway, that solved the problem. As soon as I booted back up, it showed the battery as charging.
