Either the employer or government provides a living wage- because whole communities of underutilized people are not going to starve.
Even those who are only interested in themselves must realize that hundreds of thousands of people will not meekly starve or seek out nonexistent jobs because of somebody else's ideology. Of course they'll create their own social compact that will reward their own attributes such as physical strength rather than entrenched privilege.
