The problem with that, is best illustrated by considering asking a woman who has been assaulted, whether she was asking for it by wearing skimpy clothing.
In the democratic USA, the courts have ruled repeatedly that she- and he- should be allowed to dress as they please without risking attack. Some people may haven gotten away with their antisocial antics for so long that it's accepted as almost normal, but I suspect they're about to be called on it.
