I think "leading" via information hiding / suppressing / tweaking / falsifying against non-thinking, but reacting or evolving antagonist has to stop. In a military campaign such behaviour makes sense, in natural disaster or epidemic you should hang those responsible for more deaths due to statements said with knowledge of being untrue.
