Windows 10 has a built in Microsoft PDF driver that works well. For anything before you'll need something else.
Ghostscript is also an option and you can dump to Postscript with a PS driver, and then convert with Ghostscript, but it has problems with some content, especially certain kinds of images.
If you really want to do this right I suggest using XFRX or one of the reporting tools that output to PDF. XFRX doesn't rely on the printer spooler and is considerably faster.
