Most of the european countries use a 1 to 3 letter country code and a postal code, the largest of which I have seen is 8 characters (british). E.g. N-0468 Oslo, D-38023 Braunschweig, P-1700 Lisboa. Though not needed, it is not unusual to add the country name. In England they use a slightly different format, like London WC2H 7EA. Not too fond of standardizing, the british :-)
The longest european phone number I've found was 10 characters, not including country code or blanks for formating (british again). Formatting standards seem to vary between countries.
This is not based on official information, solely on personal experiences. The US postal services might be able to supply you with more info?
