Well... if you read through it... the point is made that most users don't know what they want prior to getting the system, and as they use a system they are able to refine the requirements...
This is why the plan is to release new code daily so that user can use it, and then give feedback ... it is extreemly iterive with release times being very short and alot of HANDS on for the users.

Your probably right, Communicate would be a much better term, or perhaps, Understand!
