Woolco actually implemented that way and it killed them (literally - they are gone now).
No matter how big the lettering in their ads reminding people that these prices were "ALL TAX INCLUDED", people seemed to continue to fall for the other ads with lower prices showing (where, of course, the PST/GST had to be added in later).
Since Woolco was right across the street from me, I found it a pleasure to buy things there just because there was no longer any surprises. But I guess that their traffic in general declined badly.
