You probably did this, but this has worked for me when I have crashed a program in development leaving files locked by Netware. I completely shut down the computer for a minute or so, until Netware gets the idea I am no longer there. It then releases the lock on the files. Getting put of the application is never enough.
Staying off for a minute or so is probably just superstition on my part since Netware should clear the lock as soon as I am gone. In fact, "Closing all files and logging in as a different user" should work, and would be faster, but it has failed me in the past.
